EU Climate Targets at Risk as NGO Report Highlights Gaps in National Plans

A recent assessment by CAN Europe and partners has raised concerns that many EU Member States’ National Energy and Climate Plans (NECPs) fall short of achieving the EU’s 2030 climate targets. Despite the European Commission’s optimism, the report identifies significant gaps in policy ambition, financing, and implementation.
The analysis of 16 NECPs reveals that only half align with necessary emission reductions in key sectors such as transport, buildings, and agriculture. Additionally, most plans fail to meet energy efficiency targets, resulting in an 8.1% EU-wide energy savings shortfall. Brigitta Bozso of CAN Europe emphasized, “The targets are within reach, but with only five years left, implementation must become the top priority.”
The report also highlights a lack of clear links between policy proposals and financial resources, raising concerns about funding. National case studies show varied challenges, with Germany lagging in transport, and Bulgaria and Czechia struggling with energy efficiency and fossil fuel subsidies.
NGOs warn that delays or vague promises in these plans risk undermining climate progress and delaying benefits like cleaner air, affordable energy, and job creation. The next key milestone is the submission of national Social Climate Plans by the end of June, aimed at protecting vulnerable communities during the transition.
